What is the easiest, most straightforward way to access the saved/backed up data on an ATC that I have?

Can it be done using a PC?

Can I connect the ATC directly to an old apple laptop via the ethernet ports?

Do I have to connect the ATC to my router (I have a Linksys 5 port switch) and then access it over that network it creates?

I really just want the backups that were created, mainly old pictures.

Any help would be greatly appreciated.

Thanks in advance!!

No "easiest, most straightforward way". Do you want "the backups" (remember, Time Machine keep history of changes) or do you just want the "old pictures"?

If you just want the "old pictures". Assuming your ATC is still functioning and set up on your network, you could use Migration Assistant on your Mac to transfer photos, assuming your photos are in iPhoto library. If old pictures just files on disk, it depend where stored on original backed up Mac, e.g. Desktop or Documents, etc.

If you want "the backups" themselves, ATC have SATA HD formatted HFS+. You could remove the HD, put in an enclosure or use USB SATA drive connector kit, and connect to your Mac. Now you have "the backups". From there, if you want the "old pictures", once connected to your Mac, drive should mount and you should be able to copy files from drive to local storage. Make sure to select most recent backup folder when looking for files. If you only have Windows PC, you will need third-party software which allow you to read Apple HFS+ disks.
