Because below a certain blood alcohol content, X, there is a negligible (or at least "acceptable") impairment. You think X is 0.0. The law here thinks X is 0.08. I think it's higher.

My point was that the percentages shown in the link I provided (Did you look at that?) are even lower because correlation does not equal causation. That's kind of an important concept when looking at numbers like that.
If this woman was drunk and ran into a house(!), it was probably because she was drunk. We can at least agree on that.
