What that article indicates is that Apple may have a "fallback" position that they could build a "minitower" machine (think of it as a reduced height Mac Pro) that has USB 2.0/3.0 and IEEE-1394 ports (both 400 and 800 Mbps versions) along with a DVI-D or Mini DisplayPort connector with full HDCP support for maximum monitor compatibility (the majority of today's 20" and larger widescreen computer LCD panels support DVI-D with HDCP). This will allow Apple to potentially get out of the monitor sales business (saving Apple a lot of cash!) and instead provide a "spec" for the likes of LG, NEC, Samsung, Viewsonic, etc. to make LCD panels certified by Apple for connection to these new machines.
