It does not in individual apps yet unless the apps are updated to change the color space. As of now they haven't been.

As the title says you are no longer forced to watch everything in 4k. Set the Apple TV to 4k SDR if you have a 4k HDR capable set and then Match Content for frame rate and dynamic range. This way SDR programming is played in SDR and the Apple TV will switch to correct frame rate and HDR or DV.
So it only works in the TV app and iTunes? I wonder how long it will take devs to add it in their own apps. In the meantime I'll wait to upgrade.

The Apple TV does switch automatically to both HDR and DV from SDR. What it doesn't do right now is switch down to SDR from HDR or DV. The only difference that makes in terms of overall functionality is that the home screen and screen savers are not in HDR although they will both be in 4k. The ATV 4k is worth the upgrade for improved performance and 4k scaling as well as HDR and DV. No need to wait it out.
 
I run my Apple TV in Dolby Vision with Match Content on. When an SDR stream is played, it switches to SDR as expected. I have confirmed this with the signal info overlay on my TV, and also visually.

Through what app?
 
I was very doubtful that I was getting actual HDR in the beginning, so I ended up testing these apps:

TV app
TV Shows and Movies (for iTunes stuff)
Netflix
Amazon Prime
CuriosityStream
AirPlay (this has autodetection now in tvOS 11.3)

All of them properly detect and stream SDR and HDR.

EDIT:
I have a Vizio M65-E0 and I'm using the recommended Belkin HDMI cable from the Apple store.

Some do. I noticed Shudder and Netflix do. Directv Now does not. It's still not all apps so if you watch SDR from a non supported app then you should stay in SDR.
