I boot from an external drive so ended up, fro recovery, reformatting my ssd and then doing a clean install. I haven't yet looked at Time Machine, I used it migrate all my stuff over and it's still sat there with all my HFS+ High Sierra backups. I have some more reading to do….
 
I just installed an external USB SSD yesterday for my 2013 iMac. I formatted it as APFS, since it is my understanding that Mojave requires APFS not HFS+. I really only have about 12 hours of use, but it seems to be OK so far. Time will tell.

As for Time Machine, I think I read that it has to be HFS+ on an external drive. I use a WD MyCloud network drive for Time Machine since I have 3 Macs to back up, so I don't really know about the external for TM.

It does but that's just for the installation partition, or startup disk, or whatever you want to call it ;). HFS+ is still available and supported in Mojave, but yes the OS requires APFS.
 
I migrated one external drive to APFS, because when I switched to HS (only two weeks ago), I started to have issues with that drive. I haven't had any issues since, though I haven't tried it since installing Mojave, as I just did that tonight.

Your "understanding" is completely wrong.
Mojave runs fine on HFS+.

I boot and run Mojave from an EXTERNAL USB3 SSD formatted for HFS+.
As I said, it runs fine.

Mine's working fine on HFS too, but...
Ive been reading that mojave os updates require APFS and wont work on HFS, i dont know if its correct or not plus we've not had os updates yet.
