if you go through apple upgrade program. att doesn't charge you an activation fee. At least even with my iphone 7 plus that i bought full price. I had no activation fee.

Same here, but I wasn't sure if that was because I have a FAN associated with my account.

Correct, I haven't been charged an AT&T upgrade fee on any of the lines I upgrade with Apple's program.
