    Well, it could be indicative of a pattern of At&t opening and being less restrictive of their network.

    MMS.
    VOIP.
    Next logical step.

    Possibly.

    If they allow this, then they are certainly on track to release tethering ina near future.

    VOIP has nothing to do with opening their network. It has to do with the threat of a federal investigation. Even if AT&T won't admit it.

    Yeah its like when you were a kid and you refuse to break your cookie in half and then after a little "convincing" aka your father yelling at you to share the cookie with your brother you finally give in but say "But not cuz you said so". AT&T being the kid, the cookie being one VoIP, your father being the FCC and your brother being the customers and the "But not cuz you said so" statement being AT&T's official statement as of today. So yes its very childish in my eyes look at my rediculous comparison if you still have your doubts.
