What, back to like how they did MobileME?
Even AWS cannot quarantee 100% uptime. Considering how many more people are using Apple devices and services, IMO Apple is doing a decent job. Compare that to Microsoft who frequently have their a office activation server down, rendering installation of their Office 365, their own bread and butter product, impossible.

Um.... Apple/iCloud uses Aws, Google and earlier Microsoft Azure for data storage anyway, Apple just stores the encryption keys!

99.9% uptime still allows for around 8.76 hours of downtime a year. Pretty sure they’re still in credit. Lol. :)

Not really, they store it on their own Server as well. but they uses all three Cloud vendor for loads they can't handle. The original plan was for Apple to host most of their content in their own DC by 2019. But DC in Denmark, Ireland, China, has all had set back from activity groups. Apple's active user are growing, but their DC are not growing fast enough. Hence the use of big three cloud services.

I really hope Apple can catch up in their DC department, they started late in 2015 / 2016, and are still moving in slow pace today, compared to AWS which is opening 22 DC in 2018!.

I guess is always good to backup your movies and music that you purchased on iTunes
But. I stop buying movies on iTunes anyway

Definitely noticed this on Apple Music as I just got the AirPods and was listening to it all day. It was intermittent and very annoying.
