...which is useless if the apps don't work. The only apps that would work properly is Apple stock apps except FaceTime.
Sorry, but that is not true. It IS true that the latest version of actively supported apps won't work on iOS 6, older versions that did would still work. Those old apps that require communication protocols (such as accessing cloud storage) or proprietary file formats (that have changed since then) would probably not work, there are still many, many apps that run just fine.

Okay, let me rephrase, popular apps won't work on iOS 6.

And the few ones that does work, will have features missing or parts broken.

The apps I use work just fine. It really depends on how you use your device and which apps you use as to whether or not that matters. I can only speak for myself, but I'd rather have an iPad 2 on iOS 6 with no apps than one on a more current iOS release.

I have an iPad2 on iOS 7.1.1. If I revert to 6.1.3 and don´t like it, can I somehow go back to the state before, i.e. 7.1.1, or do I have to go all the way to 9.3.5, which I would like to avoid?

If you wanted to update from iOS 6, you would have to go to 9.3.5.

Having used both, iOS 6 performs far better on an iPad 2 than anything after.
Actually you'd go to 8.4.1, you can't update directly from iOS 6 to 9 OTA.

The only third-party apps I actually use are Tweetbot 2.8.9, Google Maps 4.3.0, iTunes Remote 3.0.1, Tilt to Live 1.8.2, 1Password 4.3.2, and Shazam 3.0.6. But considering how much I use the first-party apps everyday, it's definitely worth it to be on iOS 6.
 
Your 4s is very insecure and vulnerable. Just don't visit the web on it.
Do you have any specific examples of how it is "very insecure and vulnerable"? I'm not talking about tech articles describing the vulnerabilities but specific real-world examples of how a person is affected by them.

Not all security issues will be encountered by everyone. Some require a very specific set of circumstances for the exploit to be used.

Can i still downgrade the iphone 4s from ios 8 to ios 6 or 7? How about iphone 5s? I kinda hate the ios 10.2.1 since it's slower then ios9
