Returns often get refurbished, but they’ll always have a brand new shell so you’ll never really know. Having bought refurb Apple products for 15 years, I’ve never once had an issue and saved a considerable amount. With the same warranty as a new one and AppleCare as an option, you’re well covered.
I once bought a refurbished Apple Time Capsule that was having issues with the hard drive, and since it was under warranty, they replaced it with a brand new one!

Good catch. It's a $200 savings in that context. It's easy to see how MacRumors misquoted the original price. To make it obvious that the value is lower than the new standard, Apple has repositioned the "original" price on the 128gb to be $100 less so as to have a logical hierarchy (not that they're selling the 128gb outside of the refurb store, but maybe they still have some in physical stores).
 
Well, that spec of Mac Mini disappeared pretty quick!
And on the UK store, there aren't any available at all.
 
No biggie, just get decent sized internal storage and hang an external off a TB3 port. I've got a 1TB TB3 external, it's tiny, extremely fast (approaching internal storage speeds), and my Mini goes TU, my personal data (ex: photos library), is isolated from the machine (especially nice if it gets swapped).

1 nice deals - i may bite
2 day after article came out my config on aapl store went up $90 - grrrr..
3 "raft" - sorta knew it meant large amout - had to use dictionary to verify its 2nd definition
4 ugh - aapl should have designed easy user replace ram feature in this model
5 my still in use mini 2012 had the great twist open bottom - voila - ram slots right there - upgraded to ram max
6 my 2012 mini = "it just works" - no issues until some buggy things in osx 10.15 - no big deal though
7 time to upgrade > 8th gen core i7 here i come
 
The 2018 Mini Refurbished are flying off Apple shelves! I was looking into buying one and took 20 mins to think about it and BAM! ALL SOLD! Luckily a week later I was able to snag one! Big upgrade from my 2010 Mini!...Digging the space gray (which is way darker than the iPad Pro space gray), now I want to get black monitors!
 
What does Apple do to customer return items that don’t meet their standards and hence can’t be sold at the refurbished store?
Since no one has actually answered this question (all the replies are only saying that the refurbished items are great, which I agree with, but isn't what you're asking), I'll go ahead and say it. The returned items that can't be refurbished and resold are dismantled and salvageable parts are recycled.
 
As someone who owns a MacBook Pro with 128GB of storage, that amount of space is criminal for a computer. Even using an external drive is cumbersome because you always have to plug it in. Of course it's different for the Mini, but you'll always run into some sort of issue, like the "Your Mac is nearly out of storage" error I get when working with large files already on an external drive.
