Take this for what it’s worth. I turn Apple Intelligence off on my 16pm running iOS 26 and my battery life has def been better.

This sounds like a feature, not a bug. LMAO...
I had a very similar bug on the iPhone 15 Pro Max with iOS 18.3, it happened even when I didn't manually turn Apple Intelligence on.

When an iPhone is stuck in this state, it causes increased battery drain since it's constantly trying, failing, and retrying to download the model files in the background. It also prevents the user from turning Apple Intelligence off because the on/off toggle goes missing. That's why it's important to get this fixed, since the bug can actually prevent users from turning Apple Intelligence off.
 
interestingly or not I had a iPhone 15 pro for around a day while my iPhone 14 Pro was being repaired I created some emojis now back on my iPhone 14 Pro and all the created emojis are on my account or recently used and I can use any of them without any issues .
 
Annoying to see these bugs on a brand new device. Expecting a software fix soon to address these issues. Have not yet received my 17 Pro Max. Hopefully there will be a fix by the time I receive it.
