I wouldn't say it is cheap, but it is definitely affordable by Apple's standard.
In terms of Plus. ( Which often gets you the better Camera of the iPhone Generation )
$749 - iPhone 6 / 6s Plus
$769 - iPhone 7 Plus
$799 - iPhone 8 Plus
The $699 iPhone 11 feels it is a discount. So I do think Apple is missing a Product in the $799 segment though. And it could be a larger 6.7" iPhone 12 as rumoured. ( Although the rumour by ming suggest it is a iPhone 12 Pro size. ). Even though I think the 6.1" is slightly too small for my taste being used to Plus Screen size, I am not entirely sure if a even larger version would sell.
