Actually it's later in China. It's already Wednesday over there.
We meant the same, my logic is that China get to Wednesday 12 hours earlier than the east coast, so China is "earlier", but I totally get your point. It's just different perspective, I should've used "ahead" to avoid confusion.

I feel like my phone has been sitting here forever

One of my phones has been "in transit to a UPS Facility" for over 24 hours. I think stuff is happening, there are just SO. MANY. PHONES that it takes a while for them to scan them all at each location.

UPS customer service chat is worst. I raised hold for pickup request and its showing me "Exception". Started chat and was directed 3 times with no resolution provided. Nightmare!

Exception is what it should show. It means that they've gotten your change request but it hasn't been processed/applied yet. It's okay, just give it some time.
 
Just got this email from Apple which is a nice touch to their customers and it shows that they're aware:
Thank you for your recent Apple Store purchase.

Your iPhone 6s 128GB Gold (CDMA) Verizon Wireless is scheduled for delivery on Friday, September 25th. However, due to traffic restrictions expected for that day in New York City, your delivery may be delayed.

I still get the error, "unable to process your request"

I had a hard time getting this situated after getting transfer like 5 times to different people from UPS customer service. The problem was that, since I'm in a family plan, my mother's name in our AT&T account, main person, so therefore the names weren't matching from UPS and AT&T's end. Even though I bought the phone full price her account info attracted to my order. All I had to do is add my mom's name into my MY UPS choice as another house member in the house hold, and boom! That resolved that issue. Give it about 5 mins after you update that info. Maybe your situation is similar to mine. Whats weird, is that in the preview years I didn't have that issue. Anyways, I'm just glad I was able to hold it for me to pick it up in the AM. My UPS guy normally shows up around 9PM on a busy day. I'm sure Friday he's going to be pretty busy.
