That is because it is designed with only one ID in mind. As terms and conditions of Apple ID says that it is one ID for one person, not to share.

Apple does allow immediate family members to share content as an exception.

That wasn't in the terms and conditions last I saw, tho that was about 18 months ago, has that changed?
