I have a Verizon iPad 2 and have no trouble with switching 3G on and off.

Ummm.. why'd you buy the 3G model if you're not even going to use it that much? Could have saved a few bucks I'd think.
Perhaps for GPS? I almost bought a 3G model for that reason but decided it wasn't worth $139 in the end.

question for all. do you keep 3g on and wifi? or when u use wi-fi do you turn it off.

Apple never acknowledges small problems so this must be wide spread and we will never get the exact root cause.
But I fully expect them to fix it nonetheless.
Picked up a 32GB Verizon iPad2 a few weeks ago and I did have issues trying to activate my 3G data plan when in an area with no wifi coverage. I did see the Verizon carrier flag and had bars at the time but the registration process kept failing. A day or two later, in the same spot even, it went through and has been working fine since. I leave wifi and 3G on together most of the time but I have turned off 3G and haven't had a problem when turning it back on.
I bought the 3G model because I use Navionics software which is a nautical chart database you download to the iPad so you don't need data when on the water, but you do need the 3G/GPS chipset to take advantage of it. I also have an AT&T data card provided by my company so now I have 2 flavors of connectivity should I be in a coverage area AT&T doesn't cover.
Hope this issue is identified and resolved soon.
