Actually, that's incorrect. The Shortcuts API is absolutely about teaching Siri new skills. The shortcuts app is about layering them as commands, across multiple applications (info from maps, text from messages, changes to Home, controlling podcast in one command). The point still is that developers will be utilizing the Shortcuts API to add more hooks into Siri, teaching it how it can have deeper interaction within third-party apps.

For all the people criticizing Siri's inability to control Spotify — this puts the power back in Spotify's developers hands.

There is no shortcuts api. I assume you are referring to the useractivity apis, which already existed (which is why shortcuts app works pretty well with any app that already supported things like Handoff)

Does anyone have any idea how to sync shortcuts between iPhone and iPad? I can’t find a setting

Known issue. They will eventually sync in a future beta.
