For every single Store in my area and position, over the course of past 6 - 7 years. I am not even sure what is wrong.

I'm pretty sure they have some filters so your resume never made it to a recruiter.
Big companies receive thousands of requests every week, they can't deal with so many interviews.
Maybe you don't pass the filter because of your age, or the school you went to. Who knows.
When I got my first full time job in a pretty large consulting company they told me they just ignored candidates who didn't graduate in CS with less than 100 out of 110 points (I don't know how bachelors work on the US but here we have to get at leat 60 out of 110 points to graduate)

I actually did submit 10 different form of CV. I am not sure what qualification they want. Retail position shouldn't require that much right? And it is not like I don't have a degree, if anything I might be over qualified but I don't think that is the case.

Maybe they want people with experience in sales, I have no idea. Never looked at retail job description, I did for some engineering one and I don't remember if they asked for particular degrees, but they wanted experience in the field
 
I wouldn’t worry if you miss out on getting the role. Apple don’t seem to care at all, certainly a number to them. I went through the whole 4 month hire process, passed all the interviews and got the job. The role said nbn was needed and we had that. Unfortunately US specs for the role are different to Aus and the paperwork didn’t say what kind of NBN. Mine was wrong and I lost the job the day before I was meant to start. I had resigned from my other role ready to start this one. They didn’t care, thanks but no thanks was their answer.
I moved and fixed the nbn but they didn’t want to know me.
That tells me that Apple is the last place on earth that I would want to work for.
