The icon is a map of Apple's headquarters. 280 goes right by it.

If you look on the right part of the wiki page you'll see the shield design which is the typical government-made sign shape for interstates here in the U.S.

An icon is supposed to cut things down to their simplest elements so that it's easy to understand.

Have you ever been driving down the freeway and seen this sign...

Yeah, but the way they did it is not really accurate.

I don't think anyone thinks it is some failure of an icon. It is just an icon.

I think it's a failure and there are multiple blogs that have already reported on this same issue so I'm not alone.
If Apple really wanted to divorce themselves from Google Maps then they should have come up with a unique icon and not just cobbled together a quick edit of the old one.
Steve or no Steve, this is really well below Apple standards.
Who else wants to bet that it will be changed by GM?
