I have been having real problems with this for the last three days. the problem for me is that after you click on the link in settings to upgrade your two factor security it asks you to log in with your appleid but then asks you to enter your device passcode!!! There is no way I am telling anyone my device passcode for any purpose, this is a huge security breach for anyone that has confidential business data or any database of other peoples personal details.At least reading this thread i have discovered why this has happened, I am running the beta of High Sierra on one Mac- in fact I received a confusing message with the push notification on two factor authentication thanking me for installing the beta of ios 11 (which I have not done)
