I doubt that Apple can't figure out a way to merge 2 Apple IDs. Maybe, there is just no need to do it.

I suspect this is the problem. There is no way to "gift" a purchase to someone else. Maybe someone with knowledge of these things can chime in, but there's probably some strongly worded prohibitions against transfers to other accounts in the original agreements Apple signed to get access to music and movies. It seems silly that this can't be resolved because people just want to merge accounts, but I doubt it's because of some "technical" hurdle.Yeah that's definitely a copout response from Apple. I own the content/purchases on both so those restrictions wouldn't be an issue.
All I'm asking for at the very least is to allow me to make one my primary Apple ID and the other one a secondary Apple ID, which would then allow me to use just one Apple ID to sign in.
Apple, it can't be this hard.
It is a shame how many people hand over big bucks to Apple on a regular basis and have complaints yet stay silent and continue to open their wallets. Not you BigMcguire, but many others.

You got that one right! What a pain. I end up just skipping signing in because I never know what Apple ID it's asking for. So I just skip those and then go back once the device is all set up and sign in to each account separately, whether it's my iTunes or iCloud. It's annoying!I have multiple IDs. for folks who have multiple accounts (ie I presume like me, have an old iTunes account, and a newer iCloud account), how do you go about signing up for things like family sharing? what I mean is, I have family who shares their family account with me which includes Apple TV+, game thing, news+, and music. they share it with me via my iCloud address. so... on devices where I log in with my iCloud address, I am able to access all that stuff, my photos, email, etc. great. but now my iTunes/App Store are with the iCloud address instead of the one I've been using for years and made so many purchases/subscriptions with.
so do I have them share the family plan with the iTunes account instead? would that impact my ability to use the iCloud Drive space for photos, etc?

Please let us finally merge our Apple IDs. Managing two accounts with different subscriptions, email addresses, passwords, etc. is such a pain.
First of all, I don't think Apple would provide consolidation/merging two separate Apple IDs at this point.
Currently, I have seven apple IDs: (I just use numbers for ID handles.) I've been using this setup since 2015.
1@me.com my iCloud that purchases iCloud Storage 2TB.
2@me.com for my wife
3@me.com for child 1
4@me.com for child 2
5@me.com for child 3
6@me.com for child 4
1@gmail.com is my purchase apple ID that is registered under the "Media & Purchases" section. Settings/Apple ID/Media & Purchase. All iTunes Store & App Store, Apple Music etc are purchased thru this ID. Only exception is iCloud storage as above; it's because when I opted to buy the storage, it directed me to the 1@me.com's payment screen. (AppleCare Plus for my iPhone X is registered with this 1@gmail.com as well.)
All six me.com IDs compose of max Family Sharing members. 1@gmail.com is the main ID for Apple Music, tv+, News+ etc, which enables my all six me.com IDs to use all the services under the family sharing feature even though 1@gmail.com is not appearing to be included within Family Sharing.
All in all, I think Apple recognizes which IDs are for Apple ID/iCloud or for Media & Purchases (iOS 14 changed the name.)
In term of "Apple One" the only concern for my setup above is the iCloud storage. But, I don't think it's hard to imagine that Apple would confer 1@gmail.com to be the anchor ID for me and my family members, because 1@gmail.com is currently the one enables Apple Music sharing.
All apple IDs have separate purchase power as well by registering separate credit/debit information. Thus, if a family member would need more storage, then he/she can purchase a separate service tier for personal use.
But we'll see if Apple would change any its policy.

Apple TV... who is it for, exactly? All the shows are bland watered down instances of genres that Netflix/Amazon/HBO have done better. I tried a couple of the pilots on my free trial and ... eh.

I have a few movies I ripped into various formats (FLV, WMV, etc) that aren't found on streaming services that didn't play from iCloud Drive several years ago. That's why I went to Google Drive. They play nearly all formats.
Edit - Turns out I can't stream from iCloud. It's just a storage space. Guess I'll be sticking with Google Drive.

50 GB isn’t enough by far for the individual plan. What if I need more, can I continue with the 200 GB I have right now and just pay the 2 $ difference on top e.g. 17$?
What I meant is, if I choose $19.99 family plan that includes 200GB iCloud (along with Apple Music Family, Apple TV+, and Apple Arcade), upgrading to 2TB shouldn't cost $9.99 more. It should cost $7 at the most.
