Ok, in california it's now it settings under apple pay/wallet, but activating gives the "apple pay cash unavailable" message.
 
Not in Florida

EDIT: The toggle showed up in wallet settings now after a phone reboot @ 12:45PM EST but I get "Apple Pay services are currently unavailable. Please try again later." as others have been.

EDIT 2: Started working around 2:15PM

Whaha ! Free public root access and ApplePay (un-)availability at the same time.
They don't have a clue - so why would I hand my financials over to these clowns ?

I see the option to enable on my iPad Pro but do not see the option on my phone even after a reboot. Getting the service is not reachable message when I try to enable in iPad.
 
It'll be interesting to see how fast they turn this on for everyone. I would do it slowly if I was in charge of this at Apple.

Was available 1st thing Tuesday morning. Set it up - nobody else is setup... But with the majority of folks driving Android (any lunch/dinner party where you want to square things up there's bound to be an Android there) and Apple not making money off this - the "why are they doing this?" question keeps popping up.

If Google would do the same thing with Android Pay and work with Apple to allow the two systems (for instant cash transfer) to inter-operate - that would be the market right there.
