Apple Pay with preapaid Card

Hi,

I would liek to explain my situation. Our banks in Czech republic doesn't support Apple Pay, even though we have lots of NFC terminals and I would like to use my iPhone for those payments.

So to my questions.
Is there way to buy prepaid card (on which I could send money to) online which supports Apple pay so I can use it.

I don't think so, because it relies on a bank having support for it.
