Allowed? It's not a matter of permissions, the code is intertwined - what you're asking for is them to divide their resources between many more versions of the OS - redoing the same work in multiple places, and reverifying that all the changes play well with each other. I'd rather have them focus their work on the one or two newest versions of the OS, which is what they're doing with iOS 9 & 10.

If you delete the auto-downloaded update in manage storage, it won't nag you again to update.
Unfortunately this is no longer true. If you delete it the device just downloads it again. Turning off auto update in settings does nothing to stop it, either. Apple's Twitter support account confirmed this for me:

"@darc_y Once your iPhone is up to date, you'll no longer receive those prompts."

"@darc_y We understand. The alert you're receiving will continue to appear as long as there is an update available on your device."

For better or for worse, Apple wants everyone on the same iOS. And macOS -- my 2011 mbp 15" gets regular prompts to update to Sierra and my only options are now or later. Sad.

Thanks for this -- but I am more than a little concerned about hacking into my iPhone like this. I wouldn't put it past Apple to find a way around this fix, and in the process bring pain to those who have used it. I think the real solution is to pressure Apple into stopping this practice of bullying their users and disrupting the sanctity of their devices. It still boggles my mind that they're even allowed to do this...

There's no hacking involved. A profile just points to check for a different build that won't come up as an available option and that's basically that. The real solution you are proposing is a better one but a less realistic one. In the end it's basically whether or not you want to do something about it or wait for something to happen that hasn't happened in years and no one knows if it will ever happen or will happen any time soon. Ultimately it's your device so it's up to you whether or not to deal with it, but the options are there basically.
 
The only thing I don't like is the full screen music app in landscape mode isn't full screen anymore.
