It is standard Apple practice to quote like that for a liquid spill. From their end, they don't know how bad the damage is and how many things will need replacing. They basically have to refurbish your entire computer before handing it back to you. So, that kind of a quote is normal. I'm not saying it's a fantastic outlook. $1700 is a pretty pricey spill. But that is what it is. As others have said, if you don't like it, go to another repair shop. Many of them will, in an effort to undercut Apple, do their own inspection and replacement of affected components for cheaper. Personally, if it's a machine I care about, I probably won't go this route mainly because I've seen way too many times where other parts that were damaged in the spill go undiagnosed during the initial repair and then end up failing later on. But that's just me.
