I’m still mostly inclined to believe that 13.0 will ship as usual, but that Apple wants beta feedback to already focus on 13.1.
They would have issued a new beta profile if that’s the case.

After beta 8 a GM version should have released - where is that GM release? Oh, right, nowhere to be found. Yet, 13.1 was released at the same time, and under the same beta profile, that a GM would have been released.

C’mon, people, this isn’t rocket science.

Ok internet tough guy, you also do realize a need for a new profile can be controlled server side by Apple? It’s a comment, not a narrative and I give zero f’s over a comment I posted. I’m not going to be on my deathbed thinking of your posts, you’re not special. So I part with this...

They can create or not create a new profile whenever they please. If they don't see any further need for testing the 13.0 release branch, why still have testers on it?

Well, it's looking like they don't want developers targeting 13.0, but rather 13.1. They've explicitly said so for PencilKit, and it presumably applies to some other new APIs as well.
 
Releasing 13.1 beta before releasing 13.0 GM, on the same profile as 13.0, is all the proof you need. If that doesn't make it clear to you, then you just don't want to see it I guess.
And against all odds, Apple is releasing iOS 13.0 on Sep 19 for iPhones. How does your hat taste? Sure, iOS 13.1 is following 11 days later, but I think something like this is what several people suggested (ie, the first update to iOS 13 to be released within a week or two of the 13.0 release).

Sorry but no hat eating is taking place. I was wrong about 13.0 being released to general public, but not completely. It is not being released to the public for iPad. And given the late release of 13.0 (the 19th) and fast-tracked release of 13.1 (11 days later) it is clear they wouldn't be releasing it at all if they didn't have to.

It was pretty clear something like this was happening 3 weeks ago. Apple is trying to minimize the impact of 13.0's release which is going to be an outright disaster. And the only reason they're willing to take the hit is because they're not going to delay the release of the most profitable product in the world over it.

There’s no point in waffling over “ah, but it’s true for the iPads”. Or “ah, but 13.1 follows soon after”. Every iPhone is getting iOS 13.0. And there’s a 13.0 developer GM seed.

It is one thing being wrong, it’s another thing to say there is irrefutable logic behind ones position and that the other person must be too blind to see that logic.
