Releasing 13.1 beta before releasing 13.0 GM, on the same profile as 13.0, is all the proof you need. If that doesn't make it clear to you, then you just don't want to see it I guess.
What about the part where 13 beta 8 is still listed on developer.apple.com lol

There's only one developer beta profile for all versions of iOS.
 
Installed it and bugs I reported from beta 8 are still there. IPadOS vanishing widgets and disappearing dock icons when doing haptic/long touch.

That's interesting. Ive been on all the public betas on my 2018 12.9 iPad. I still have some mail issues but PadOS has worked well for me. Each public beta has fixed the issues I had. Notes app had a weird "shutter" and I had the occasional reboot. Those went away two public betas ago. That's all on my main device.

What issues have you encountered that have been disastrous?

iPadOS keyboard gets wonky when in landscape mode. Seen some issues with orientation in general but other than that things seem ok. Not sure how I feel about updating day 1 since things have been a little sloppy during the betas.

If we are being honest, Dark Mode and Swipe keyboard are the big highlights and swipe keyboard is half ass implemented on iPadOS so not even sure things are worthwhile.
 
And how many examples from the software world do you have of skipping version 13 (or x.13)?

Microsoft Office, incidentally. Office for Windows went from 2007 (12.0) to 2010 (14.0), and for Mac from 2008 (12.0) to 2011 (14.0).

Likewise, I believe Visual Studio 2013 was version 12. Visual Studio 2015, which was the next version, was version 14.

Conversely, Microsoft SQL Server 2016 was version 13… ¯\_(ツ)_/¯

But no, Apple is not going to skip iOS 13.0.

I’ve reported them, too.
The persistent dock bugs are bewildering. Either the iOS developers at Apple don’t use their devices, or these bugs are so deeply rooted in the OS they can’t figure out how to remove them.
 
This update sucks folks! Don't do it. It screws up one of my favorite features of iOS13, the recent contacts in Share sheets, so convenient! Now, how can I go back to iOS 13B? Or should I wait for the GM? What happens if I remove my dev profile?

They had betas for two different versions of an OS out before. Releasing a 13.1 beta thus is far from proof that they will skip 13.0. They've just moved some featured into 13.1, to make it easier for what remains in iOS 13 to get more polished.

I thought that in the USA particularly, there is a lot of suspicion around the number 13 (e.g. no 13th floor in some hotels) so maybe this is why?

Hospitals too. The hospital I've worked at the past 16 weeks for my internship doesn't have a 13th floor. Skips to 14. I think this superstition is dying out though.

‘I only use my iPad in landscape, unless I’m playing a game that requires portrait. Thankfully I haven’t experienced any of the keyboard issues. I’ve never tried using swipe. The dark mode toggle would freeze in settings but that was resolved for me since public beta 3.

Yeah, that’s annoying. Sigh.
 
The iOS 12 betas were solid and blew away iOS 11 from the start. I have stayed out of the game with the iOS 13 betas and do not regret it. I will need to see some evidence that iOS 13 is solid when it is officially released before considering making the upgrade. Something is fishy with this cycle.

What's the obsession with dark mode?

I remember when Android (ICS and earlier) had dark backgrounds for everything and a lot of the themes available at the time were to make it look more iOS like by having lighter colours. Then we had Android switching to the lighter backgrounds everywhere (including a very iOS looking keyboard). Now we have iOS moving to the ICS style dark backgrounds.

Mind you, I've got a cheap tablet with OREO on it and I would like it to look more like ICS and less like iOS.

It is dark. It lessens eye strain.
