If I were still on iOS 18.7 on my iPhone 16 Plus and iPad Air M3 13", I would have upgraded, too. Many are still on iOS 18.x because they don't trust the drastic changes you see in iOS 26.x versions.
You have to be careful when you click the update button when it goes into settings it automatically tricks you into installing iOS 26.1, you have to hit the back button to get the iOS 18 update.

And, 26.1 did not fix the issue with my iPad Pro M4's touch screen glitching out for a few seconds; every few minutes while playing video games. Even with games on medium settings as to not tax the cpus, gpus, keep heat down and minimize battery drain ... the touch screen stops taking input until the iPad visibly redraws the screen; and then controls work, until the next time it happens.
