LOL. If you are waiting for Rosetta to go away in the US, you’ll likely need to wait until 2025 or 2026.
I give it 3 years max. At least it won't be installed by default in 2024. Definitely not 2026.

So I tried updating my new MacBook Air M1 - Yikes so the update stalled in the install screen, after restarting. Then it went to the recovery options, I didn't have any time machine backup, and the other option was to re-install Big Sur. I tried restarting the machine and it booted up normally and it's at version 11.2.3.

I hope it's ok.
I experienced exactly the same. The machine rebooted, landed in recovery mode.
I canceled the recovery mode, then the system booted until the login screen, I logged in and then the screen went blank and the update continued.

After that I was on 11.2.3. Very strange and scary :-(

I thought when "combo" updates went away, that everything was moving to delta updates - not that everything was moving to combo updates! Why are they so huge for updates that seemingly only impact a tiny part of the OS?
Because Apple realized that they were not very good at determining delta updates.

Folks, need some help. My mother's MacBook Pro 15-inch, Mid-2014, using BigSur 11.2.2, will not get the 11.2.3 update on the Software Update section. Do you know a form to force the update? Thanks!

Watch out! This update broke my new M1 MacBook Air.

It went into data recovery mode, and I am now reinstalling Big Sur.

Make sure you have a back up before running this.

Now if only they can fix the graphical glitches that cause me to have to hard-reboot about 1 in 10 times after the Mac Mini goes to sleep and won't wake the monitor. Unplugging cables doesn't work.

Yeah I’m still having some random graphic issues, too, while connected to an external monitor. If I wake from sleep, it’ll wake as expected but then go black after a few seconds. Then it’ll come back, go black again, and then come back and be “fine”. Very frustrating.

My MacBook is not downloading updates (like 11.2.3) when they are available. I have everything in the "Advanced" panel of automatic updates checked, except "Install macOS updates." I assumed that when it was available the 11.2.3 update would be downloaded and ready to install when I was ready. But I just requested to install the available update and it's only downloading it now.

Can someone please explain why this isn't working as I assumed?

Answered my own question: MacBook probably not on power adapter when system checked for updates.
