Is this update available only to users in North America?

When I check the firmware page for other regions, such as Australia, Asia or Europe, it still lists 8B39 as the latest firmware for AirPods Pro 3. There is no mention of 8B40, which appears only on the US, Canada and Puerto Rico pages.

As I am not in North America, my AirPods Pro 3 do not appear to be updating to 8B40, so I wanted to clarify whether this firmware release is region-specific.
 
Anybody else notice random volume drops with this firmware? Maybe it's just me...
I've noticed this a couple of times. Seems to be when I've accidentally touched something other than the stem when it's in my ears. One of the microphones, or one of the tiny grills. It does recover after a minute or two.

Mine recovers after a couple seconds, then goes away for an hour or more. It's the weirdest thing because I just sit there with them in my ear. I don't even touch them. Maybe something is moving around in my ear? Who knows?
