Complete integration between software/hardware doesn't make it immune to bugs, nothing could be so far from the truth. You can build your own hardware, code your own software specifically for that hardware, and I can guarantee you that you will have bugs, no matter how long you work on it.
And no, SJ wouldn't fire people over it. He'd yell at them but I don't recall him tearing apart the MobileMe team for some of its horrible bugs that was released.
Intel CPUs had bugs in every generation of which they have to work around and they have the absolute control down to the almost-atomic level and they still release stuff with bugs in it.
It's a beta, stuff is changing rapidly all over the place, and sometime, there are more bugs than bug fixes. It happens and it takes time to get it fixed. All you can do is file bug reports and Apple'll try to get it fixed. Firing people for bugs is never going to help, there's nobody on the planet that can promise you bug-free coding.
Mavericks is not even out yet, the AppleTV may have to be updated in order to work better with Mavericks. Wait until the updates are officially out and then you can start blaming Apple from being incompetent if they don't have it fixed with a month or two of Mavericks' release.
