Never signed up for the public beta before, but really want Portait mode before I go on vacation next week. Will updating to the public beta make my phone unstable? What's the day-to-day use like on one of these public betas?
No it should be fine. The only iOS betas that are unstable in my experience are the new iOS version like when iOS 10 was in beta and iOS 9 was still the publicly released version.

is there a list that shows changes in each beta ? - I'm hoping they are dealing with the bT connection bugs that some folks are having.

Not really a list other than the beta threads. There is other info out there that shows what tech blogs are finding: (from one of them)

The latest additions and changes to iOS 10.1 beta 2 include:
  • Notifications from lock screen have been fixed.
  • Redesigned Messages app drawer.
  • Message animations can be played while Reduced Motion is enabled.
  • New Replay button underneath Message animations.

Are we able to remove the beta and go back to 10.0.2 if we dislike the public beta? Thanks

No reason not to, I been on the developer beta for a while and no problems worth mentioning
 
Still didn't fix the weird bounce the tiles make when multi-tasking via the home button. And the keyboard inconsistencies are still there.
 
Does this finally fix the lockscreen imessage quick reply issue? Takes a good 2-3 sec before the pop-up loads to be able to "quick" reply.
