I’ve restored my Apple Watch like 5 times and setup as new but still don’t have the ECG app showing up. The watch is updated and so is my iPhone. The ECG settings show up in the watch app on my phone but there is no app on the watch itself.

Yes, under usage in the watch app you can delete the update download. The reboot the watch and phone, and try the download/install again. That is what worked for me.
When I tried to manually delete it from there it couldn’t do it. It had an error message saying it couldn’t connect to the Apple Watch. Weird. I’m trying downloading it now straight from the watch instead from inside the app on the phone. Maybe that will work.

Yeah that happened to me. When I went back in to usage it was gone though.

Same boat, Series 1 here in the US. I’ve tried downloading 3 times from the Watch app, and twice directly from the watch. Also did the manual purge of the update, and even did a full un-pair/re-pair. Mine even crashed when forcing the upgrade during the re-pair process. I too got the “unable to connect to Apple Watch”. I also got the “pause download” even though I was on WiFi the entire time (mere feet from my router, actually). Good to know I’m not the only one.

My download keeps pausing with a message that it will resume when I’m on network which I am.

Edit: looks like others are having the same issue.

Failed twice more. These are the errors I get.

Also here update is failing with Series 2. Under usage I don't even see the update file to delete. Trying to also initiate the update directly from Watch...

I think a lot of the failures are apples servers getting hammered as my series 5 updated fine, my wife’s kept failing to even see that there was an update - “Unable to check for update, try again later”.

Updates for the macs and iPhones in the house were extremely slow to download too compared to previous releases.

Probably because around 20% of the worlds population are Currently in some form of self isolation / lockdown so everyone is hitting the update straight away where they’d normally be at work or have better things to do and spread the load a bit more.

This update has made ECG available in India on my UAE purchased watch
I purchased an Apple watch series 5 GPS+cellular in UAE in Oct 2019. ECG was not available. The app itself was missing till Watch OS 6.1.3
I live in India and my iPhone is India purchased.

Updated to Watch OS 6.2 and it asked me if i want to install ECG app, which i did and it works now. It was not working earlier. I don't know if this was intentional from Apple or a mistake.

iPhone XS purchased from authorized store in India.
Apple watch series 5 GPS+cellular purchased in authorized reseller in UAE.

I have a series 2 and 5, and only the 2 fails to update

Glad I’m not the only one also. I’m just going to try to let my ocd get the best of me for a couple of days and try again then! There must be a bug in the update for the older watches they didn’t catch.

I had the failure twice last night on my S2, decided to wait until I could read this am as to what others are saying. Glad I'm not the only one. It appears that the S2 days are very limited... Good thing I was planning on upgrading to an S6 this year.

I downloaded the GM last Tuesday on my 7 but that shouldn’t make a difference with updating my series 2 to 6.2 should it? Or maybe it does? I wonder if anyone out there has gotten their series 2 to update.

I was keeping my S4 in watchOS 5.3.4, due to battery life concerns.

But iOS 13.4 made watchOS 6.2 mandatory in order to pair the devices... :(
Hmm that’s weird because my series 2 is stuck on 6.1.3 with 13.4 and working fine since last Tuesday.

Managed to get S2 updated when did it directly from Watch. Wife's S2 updated fine with iPhone app. Pretty strange...

I was having the same issues as everyone else was having with the update verification failure for the series 2 but think I may have figured out a solution to get it to update - updating from the watch itself instead of through the iPhone. Remove the updater from the watch app on your iPhone. Then on your watch, go to settings, general and click on software update. Then put your watch on it's charger and wait for the update to download to your watch and for it to update.

My series 2 watch just finished updating to 6.2 by updating over the air directly on the watch instead of using the watch app on my iPhone.
