Apple Reportedly Planning to Wind Down 'iPhone Upgrade Program'

Isn’t the current program upgrade program 24months you’re just able to upgrade early after half the phone is paid off? If the only change is away from Citizens and you have to buy apple care separately it’s not a big deal.
