Apple never took that market segment seriously.
I believe they did, otherwise they would not have invested the time and money to develop the 2019 Mac Pro (as well as the 2017 iMac Pro). But Intel/AMD/Windows/Linux have so many more vendors who can offer more cost-competitive options at the lower end (where the Mac Pro played) as well as scale performance far higher than Apple could hope to match. So knowing they were out of the game, regardless, they walked away from it and focused on the consumer/prosumer market where they hold the advantage in both efficiency and performance.
