Why not let parents open accounts on behalf of their children?
I know the US law does not allow storing data on children under 13 and this is the reason for this age limit.
But why not let parents create specific 'satellite' iTunes accounts for their children? These would be separate Apple ID's for the parent with a reference 'on behalf of'. No child data would have to be stored, the parent should be able to set an age limit for the account. The mail address would be the parent's address (same as for the main AppleID)
