Netflix won't finish installing on my kick-around iPhone 4s. I thought it was because the 4s is so old (even though it's listed as compatible), but now it makes much more sense that it's actually a problem with iOS 9.2
 
The way you get less bugs is more updates.

Nope, you get less bugs, by having better software development, better testing, and realistic schedules that promote bug free releases. Yes, I realize that the fashion these days is to just accept that all software has bugs. Well who cares if the software has a few bugs, most people just tweet and listen to tunes. In the end software is just not that important to get right the first time anymore. What is important is to make the marketing department happy. Who really cares that things just don't work quite right, for simpletons it just takes another ad to fix it.

If iOS 9 is working for you, congratulations. It has been a mess for me that no number of resets and restores has fixed.
And that reflects also what you have seen in reports from other people, in particular compared to iOS 8? Or are you trying to stay clear of other people's experiences when forming an opinion about an OS?

While I'm all for all those things, they still won't change the fact that there will be issues somewhere. Hopefully they would cut down on bugs, but issues will still exist for someone somewhere at some point. Timing also plays a role beyond marketing and simply on the consumer side when it comes to providing something newer to consumers that offers something new and/or addresses some outstanding issues, so taking too long to release something in order to make sure that everything is as perfect as it can be (even though it still won't be perfect nonetheless) can have its own downsides as well.
 
9.2 is pretty solid.

All I want is for the Control Center lag to be fixed. That's it. Nothing else and I'll be completely happy. There's nothing more irritating than raising Control Center and seeing frame drops.

Any word to if you can enable wifi-calling on Verizon yet? I did get a Verizon carrier update but the option isn't there. I haven't tried 9.2.1 yet.

There will always be issue in software no matter what you do. Heck, my software after two days of development and a month of testing before release still has bugs discovered by unlucky users even though I try my best to check everything.
What other process would you suggest? We have public betas for those willing to test things and report these bugs yet this doesn't seem to work.

Update: Apple today published a support document addressing some issues with Mobile Device Management on iOS 9.2. When installing an app on iOS 9.2, some apps don't finish the full installation process.
No MDM, but I've had this issue since 9.0 when apps update. There's no way to delete or restart the app when this happens. Very aggravating.

Think I might be waiting I little bit before I install this one (maybe until beta 2 or 3). Seen some videos about this update and it looks a lot less stable compared to 9.2

iOS 9 is less buggy than iOS 8. And the fact that there are still some bugs from iOS 8 does nothing to disprove that. :|

iOS 9 is the best iOS I've experienced by far... More functionalities mean more bugs. Glad they are constantly working on that.

A company such as Apple should have better software development (with proper test and debugging cycles).
Instead of running behind the schedule they should hold off a release and stop delivering to the general public a beta or pre-alpha version.

Remember that their devices are not free, you have paid an amount of money for having a software with functions you take for granted they´ll work. You cannot get bugs and issues from the very first day on return.
As an example of this some bugs found out in iOS with Apple Tv (4th generation):

Examples would be nice, the fine folks at MacRumors may even be able to help you. Generic "it has been a mess" is useless - doesn't help us understand what is wrong or what may be able to fix it.

I hope they fix the terrible lag on 3D Touch for iPhone 6S Plus.

You'd think such a powerful device wouldn't drop every single frame when using 3D Touch in Landscape mode.
 
I had this. I worked around it by amending the autofs setup and force-mounting on bootup or resume from hibernate. Slows down the bootup if you don't have an SSD but works like a dream. Check it out here: http://www.apple.com/business/docs/Autofs.pdf
