This is the first real, actual major update for iOS 9 so hopefully it's actually optimized and polished. 8.3 was the same way and it turned out good.

Yeeesssss....! That probably also mean we'll get it on the Mac in the next OSX release..Night Shift - iOS 9.3 includes a feature that reduces blue light at night, much like f.lux does on a Mac.
It's not something like Apple Music though. It's just a basic app that uses geolocation. There's no extensive services that need to be done.Cause that's the Apple way: US only, then 6 months later UK, China and Australia. Rest of the world somewhere between 12 months later and never.

I can see why the beta would only work in the US. Beta's are for testing, to see whether it actually peforms like it should includes testing how the device detects sunset. You have to test in the location where you are physically, which is the USA.
