Is there precedent for Apple releasing a beta of an iOS version that skips ahead in numbers and later releasing a version numbered in between? e.g., from X.X.0 to X.X.3 in beta, while later releasing X.X.1 to the public)
Yes. At one point they even had two sets of betas going at the same time, and it was a real pain.
 
9to5mac says code found in 13.4.5 refers to a new model that appears to be the rumored iPhone 9/SE2.

Maybe iOS 13.4.5 is what Apple plans to release when it announces the new 9/SE2, rumored to be coming in the next two weeks.
 
Hopefully it will help with battery life. 13.4 has dropped measurably and it does get warmer to the touch. Not hot, just warmer. Also, it reloads apps much more frequently. For example, if I open Safari after some time, it will open a blank page and say error with the page and it needs to reload.

I've STILL not updated to iOS "13.anything" because of these issues. I thought that app reloading/multitasking bug was supposed to have been FIXED several updates ago!
