Only thing that seems wonky for my on my M1 MBA is Safari. Tabs seem to become non-functional, with blank tab headers and navigation difficulties. Several times, I've also had a window that simply won't close, either with Command-W or even clicking the close button, and sometimes quitting Safari isn't even possible without a force-quit.

i have told the same, safari is nearly unusable, crashes on a lot of pages and slows down entire machine on various pages

Public beta is available

Don’t run speedtest.net URL uses a lot of memory with Safari 15.4. Don’t have safari technology preview installed before updating causes issues with Safari 15.4.

If your Mac currently has macOS Catalina installed, installing macOS Monterey 12.3 beta or macOS Big Sur 11.6.4 beta on a volume with FileVault enabled might cause a boot loop when attempting to log back into the previous volume. (88163545)

Why would you even consider it then?
If you truly need high reliability beta software should be avoided unless it patches a bug that impacts you
Every beta does not compromise system usability. I've been an early beta adopter since iPhone 3g when I got on the Apple train. Once again I was just seeing if the primary functions of 12.3 still worked seamlessly
 
Seems at least as fluid as 12.2 on my 16' M1 Pro. Of course, can't guarantee for all scenarios, also it's been only a few hours. I guess it's defo more stable than I expected it to be for a bigger update like this one.

I just read in Mac|Life magazine about a force-refresh of App Store updates. Never knew it skips some. I hit command-R, and sure enough, one app was updated three days ago and my Mac didn't think to update mine. Weird. How on earth does it decide?

Safari crashes when there’s multiple windows and tabs opened. I had opened quite a few tabs with video content when this started happening.

Safari losing all my pinned tabs after reboot here as well. That's very frustrating, as I rely on my pinned tabs very much. I won't create them again and switch to Chrome until they fix this.
Sigh... The costs of having Universal Control ahead of time.
