Are you using iOS 13.2? I tested it on a couple of iPad Pros 11” with iOS 13.2 and after opening several tabs on Safari I opened 3-4 apps, then went back to Safari and it had to reload all the tabs one by one.

I haven’t done it on my iPad Pro 11” because I’m on iOS 13.1.3 and I won’t update until this issue gets resolved. Definitely. And I don’t mind staying at 13.1.3 forever, I’ve already installed a tvOS beta profile in order to prevent new updates to download on my iPad

Yes, both 13.2. I did the camera shoot and tab back to safari test on the iphone and it did reload the page twice but not a third time. Am trying the beta anyway, but seems the effect was subtle enough to go unnoticed here.
 
Starting with iOS 13.2, iPhone X, iOS app is still using cellular data If I block cellular data in Settings.

Data block works for Apple apps on iOS 13.2 such as Safari and App Store, but it might be an iOS issue because the block is not working for many third party apps such as Facebook and Tweetbot.

However, other third party apps such as Google Maps, Overcast and Instapaper are still blocked on cellular data when I toggle data off for these apps.

I hope iOS 13.3 fixes the cellular data block issue

I don’t understand why people aren’t happy that Apple is moving forward with OS updates. With how buggy iOS 13 has been, shouldn’t we want point releases to fix things up?
I don't get the impression that people aren't happy with Apple releasing these relatively frequent updates. What they aren't happy with is the underlying reason for the release frequency.

I also already contacted the specific developers of apps I have issue with, since it does not affect all apps I block, seems like some of them are still able to block cellular data usage with iOS 13.2.

one answered it probably was an Apple issue, but it does not explain why it works for some third party apps.

MR can be an echo chamber. I get the feeling from my small microcosm Apple customers do not experience these issues in general and/or don’t talk about them. They just update.

If this doesn’t fix the severe background app closing issue, then I’m forgetting my $30,000 worth of purchases I’ve invested with Apple, their apps, their services, their products, and their iTunes content, as well as forgetting all those time I’ve wasted in Apple’s ecosystem and switching over to Android and PC. I’m going to buy a new phone, tablet, and computer to replace my old Apple devices, as well repurchase all my content on another service, because I am SO SUICK of Apple’s poor quality of updates with their deal breaking bugs.
If that what it takes to not have you here whining all the time, please buy a Windows PC. Since you are so against fixes, turn auto update off. Buy an android phone that doesn’t get OS updates. I am sure you will have zero issues.

I think another problem end users are dealing with is that Devs aren’t getting needed information & examples for all of the changes made in iOS/iPadOS. And some Devs are just having better luck at getting things to work than others. To us that just looks like “bad apps” when it’s really just a combination of things all working against us.

Does it fix Bluetooth connectivity to cars this time? Sometimes my phone connects and sometimes it doesn't..... This has been an ongoing battle with them stating it was fixed in 2 patches........

I can’t. It turns out I’m just an Apple sheep. Actually the truth is, I think I love Apple more now that they addressed my personal problem. No other company would try to address this like Apple did.
