I'm using a Series 0 (ie original Apple Watch) with watchOS 3.2 beta 3 and works fine.
There is no IPSW file to download. It is an incremental update. Register on the Apple Developer site ($100) and you will be able to download the developer releases. This site isn't about posting links that non-Developers shouldn't have in the first place.

I agree with you the voicemail is a carrier issue, but in this case this is an Apple issue. When a voicemail is clicked on it closes shortly thereafter not allowing the user to listen to it.
I'd just like to note that the APFS in-place conversion probably isn't happening on iPhone 5 devices at all. I have one and was curious to see if there was a way to check. One of the features advertised for APFS was higher resolution for file timestamps. So I wrote a little test app and ran it on different devices. It quickly creates a series of files and compares their "modified" timestamps. It seems like the time resolution for iPhone 5 running iOS 10.3 beta is still 1 second, which would suggest it's still using HFS. Link to the app: https://github.com/catnapgames/TestIOSAPFSCheck (if you have Xcode you can build and run it yourself, developer account is no longer required when running on your own device).

When my post is read in context for the question asked without projection being cast upon it, it is simple and straight forward without the emotional aspect you placed upon it.
Tested on iPhone 5 and still looks like APFS conversion does NOT happen. Here's my summary for the previous beta:

Yes, you are 100% correct about both. If Apple only had to update the files of an app that have changed as opposed to updating the entire app then the install process will indeed be faster. The Apple watch uses a ARMv7k 32-bit chip.It could potentially make app installs and system updates faster if they use the capabilities of APFS.
Also, isn't the watch 32-bit? They advertised APFS being able to scale from the watch up, so maybe 32-bit support just isn't fully ready yet.

Whereas the SE was at least fine with manual iCloud backup on both Beta 3, and 4, my iPad doesn't backup at all any more to iCloud. Tried disabling, and re-enabling iCloud backup, deleted previous backup in iCloud, rebooted several times, but all in vain.
