For those with the Public Beta Profile installed who want Developer Beta 4 (assuming apple doesn't make a new beta available for the public users), here's how to opt out of the Public Beta to get Beta 4:
-Settings > General > Profiles
-Delete the iOS 9 Public Beta Profile
-Reboot your device
-Settings > General > Software Update > Download and Install
I had a lot of issues in beta 3 transitioning from Wi-Fi to LTE, having to toggle LTE every time to get data flowing. Hoping this resolves that issue (Verizon, iPhone 6)
Ditto. While 3G was fine, LTE stopped working in most all cases. Wifi was fine. Searching google in safari search bar worked on LTE but nothing else. Made it relatively unuseable. I'm sure it's fixed in this version.

I think that's a server-side change. My News app seems different today, and I haven't updated yet.There are changes, it stopped crashing for me, shows more blurring for the bottom toolbar and status bar on top. It's also snappier and more sources are adapting Apple's News format, rather than truncated ones and also with markdown issues.
It is much improved.
