No. There’s a good reason behind why the betas are only available to developers yet, there are still a lot of bugs and glitches.

AFTER the developers have installed the betas on all their primary devices then the 1st public beta will be released. My guess that's next week. 🤣
did they fix the issue when Safari freezes up when playing YouTube videos?
I agree... the new Safari is terrible. Apple, known for it's intuitive UI's, really screwed the pooch with the new Safari. I'm using Chrome on my iPhone for the first time ever.
I would recommend using the duck duck browser instead. It comes with a nice widget for your bookmarks as well and no tracking
Please give us back the “Today view” on iPadOS. iOS 15 lets you move widgets into the tiles, at the cost of space. With Today view in iOS 14, I can have my favourites widgets on the left, then 30 apps to the right. With iOS 15, I have the 30 app spaces, minus the widgets I choose to add to the screen. WHY?
Video playback still broken on streaming video. If you use 15-second skip till the end of whatever is buffered, the video stops, and won't play, UNLESS you change playback speed, then it'll start up.
This was new I think in beta 2. Use Scribble on Apple Watch, and this pops up on the phone, just like it does with AppleTV.

If only this were true. I have so many open bugs submitted that are never resolved. And then some say “Investigation complete. Unable to diagnose with the current information.” So I reply with more information and it just sits there for months. Rarely do I get a response.
