Yes, well ALL the models back to the 4s/5 and millions of them at that.
Believe it or not, although they all have same hardware, there can be small sectors of users who have different experiences with minor bugs etc.

Software development at this level is not easy. The code is gigantic and 100's of people working on it.

I work in a small software environment where software is designed per device and there are still bugs. The only way to find bugs is through testing in most cases .

Sure, if you had hundred of manufactures churning out millions of iterations
on the few models you allude to, but we're talking about less than 20
iPhone and iPad models that qualify for 9.3 and all made by the same company.
And every new beta seems to screw something up.
 
I feel at this rate, that we could see around 8 or maybe 9 betas of iOS 10 over the summer, as Apple try to stamp out more and more bugs over beta cycles
