Try swiping away all programs first. I don't know if this is actually necessary but for some reason i have an easier time if nothing is open in the multitasking view.

Isn't that just for dictation though and not Siri?
I see the different voices under voiceover -> speech -> default dialect. I need wifi to Download Alex.

I wonder if this is the GM build disguised as a beta. There was a release not too long ago where a build was beta for a couple of weeks and was the publicly released build.

Yes. Certainly was unheard of to me till some person on Page 1 of the comments mentioned 8 betas happening twice before.

I feel at this rate, that we could see around 8 or maybe 9 betas of iOS 10 over the summer, as Apple try to stamp out more and more bugs over beta cycles

Correct me if I'm wrong, but those voices are specifically for the voiceover and text-to-voice accessibility features, correct? I think that's separate from Siri itself.

The voiceover sounds fine; when I invoke Siri, it sounds like she did back on iOS 5.

Plugged in, WiFi... all of that's a go.
This setting seems to effect Siri on my device and has since iOS 7 or so. I know my Alex from OS X and can tell when he goes away after a restore and I need to redownload :)
