Sure it should. It has to wait to see IF there are going to be more presses before it reacts. So waiting for a 2nd or 3rd click before responding.
No. Enabling the third click will delay the animation after the second click, eg the app switcher, but not the close app animation.
There will always be a delay after the first click, it waits for a potential double click. That delay won't change by enabling the accessibility option (triple click).

However it could set a delay for the entire process so when home is clicked it waits to see if a 2nd OR 3rd click is gonna happen. I could see that happening if the 3rd click is turned on.

No need to wait for a second OR third.
After the first click the next will always be the second. If the second is clicked it will then wait for the potential third
