OK I didn't read through the entire page in that thread but it seems its talking about 1 way sync only. I can tell you I don't use Mac but iPhone, iPad and iCloud all work back and forth with syncing notes. So maybe 10.2.1 fixed it. Of course I have never seen it not working so was not aware it was ever broken. Mine syncs pretty much immediately so when I add or delete or change a note from either of those devices or iCloud the others update instantly. Maybe its an iCloud issue??

The problem appears to be account specific, but apple has confirmed to me and many other users (by engineers) that it's a software issue that's causing the account issues and that a fix will come in a future macOS and iOS update. Whether that means iOS 10.2.1 or .3 I don't know.

Apple today seeded the third beta of an upcoming iOS 10.2.1 update to developers, three weeks after seeding the second iOS 10.2.1 beta and nearly a month after releasing iOS 10.2, the second major update to the iOS 10 operating system.

Registered developers can download the third iOS 10.2.1 beta from the Apple Developer Center or over-the-air with the proper configuration profile installed.

It isn't yet known what features are included in iOS 10.2.1, but as a minor 10.2.x update, it appears to focus on bug fixes and performance improvements rather than major outward-facing changes. No new features were discovered in the first two iOS 10.2.1 betas, but we'll update this post if any changes are found in the third beta.

iOS 10.2.1 follows the release of iOS 10.2, a significant update that brought Unicode 9 emoji, a new TV app, Messages Screen Effects, Music improvements, and a whole slew of bug fixes.

No. No chance at all. Public testers will never get a major OS build first. Too risky.
There is a public beta release of iOS 10.2.1.. just downloaded on build specific device this morning

I can't seem to get 10.3 to load on my phone.

1-10-17 has come and gone to those who swore it would still come a day after this beta.
There is no 10.3 beta that has been released so far.
 
Just downloaded the beta. Nightshift does not seem to work anymore. Anyone experiencing this problem? Screen does not shift to warm after sunset.

Edit: Okay I got it to work now. Simply had to turn off and restart the phone.
