Emergency SOS still shows up in Settings -> General for India. There is a Countdown Sound Where we get warning sound before call to emergency services is made.

I finally figured it out. Now I see it.
The reason Apple pumps out endless OS updates that really don't do anything is to wear-out-our-SSDS so we need to buy another iPhone sooner than later.
It took awhile, but now I'm on to them.

Umm no. iPhones have flash memory, not SSD.

Difference?

Both Flash and SSD don't use moving parts. SSD is typically in the form of a 2.5" disk that requires a SATA or PCIe connection port to the logic board. Flash on the other hand is directly mounted to the board. The memory itself most of the time is very similar. But regardless, iPhones are not using an SSD.

On another note, Flash uses less power than an SSD and obviously uses much less space.

Apple has called iOS 10 its "biggest release ever" for iOS users

Why is this added to every iOS update?

Yes, iOS 10 is the biggest release ever.

Before that, iOS 9 was the biggest release ever.

Before that, iOS 8 was the biggest release ever.

Before that, iOS 7 was the biggest release ever.

Before that, iOS 6 was the biggest release ever.

(etc., etc., etc.)

Next year? iOS 11 will be Apple's biggest release ever!!!

Apple does the same thing with the iPhone. New iPhone comes out = "This is our best iPhone ever!"

Next iPhone comes out, "the best iPhone ever!"

Next iPhone comes out, "the best iPhone ever!"

It's redundant. They aren't going to release an iPhone that is crappy and an iOS release that includes nothing new.

SOS now only available in India for some reason according to the dev notes.
The government of India has mandated all phones sold over there from 1st Jan 2017 to have a 'panic button'. Perhaps that's the reason they kept this feature exclusive to India. But no reason not to have it for other countries. Maybe they want to pilot it first

It's really like Apple is shoving out all the stuff people have put on outside of iTunes. Each generation of Apple TV since the first makes user video content a second class citizen. Now it sounds like it'll be bottom of the barrel class in the update. Gee, glad I spent all that time ripping my legal DVDs via Handbrake to work in that ecosystem. Never thought I'd see the day where a Blu-Ray disc and player would be more cross-platform than anything these ecosystem makers are doing nowadays.
