Ok I must be lying because I never had the stutter folks were describing on beta 2. Sorry. And I also saw from other "liars" that they didn't have any either. Hmmmm maybe YOU are lying when you say you do have it. (see it can go both ways) Or maybe you did have it along with other folks but others of us were not plagued with it on our devices for whatever reason.
Check the beta 2 thread in the iOS 9 forum. It's a widespread problem.

everything. test everything and report any findings that dont work as expected. Or dont install betas and "waste your time". I do agree release notes would be good but not the end of the world not having them either. If you are in fact a developer, test that your app(s) work as expected.
 
Any word on if the stuttering is gone? I'm not updating unless it's equal to or better than 9.3.1
 
What's the other 3/7ths? Making predictions not based in reality?
1. Quote supply chain estimates based on something blurry: pictures, info, or a window... take your pick
2. Make multiple, multiple contradicting predictions based on trending tech topics on Twitter and Facebook.
3. Graphs. Lot's of graphs. Sound math and indepth analysis not needed. <--Frankly, it's discouraged.

I read every post there. did you ? if so you would have see a few posts from folks who dont have the issue. Who knows why but fact remains I saw zero difference between beta 1 and beta 2 as did others. Hopefully whatever it was has now been resolved in beta 3. Do let us know :)

Why do they need to release changlogs for iOS? It's not as if it's open source, and the previews aren't even bleeding edge. Preview releases are for developers to test new changes in the SDK, as well as for Apple to get a sense of how the build works on a ton of devices in the real world, as opposed to on just a few devices in a lab.
 
No new 10.11.5 beta..?
That's what I'm waiting on. Current 10.11.5 beta doesn't work with the new MacBook. The graphics are all corrupted, even worse is internet recovery can't reinstall the custom 10.11.4 for the macbook (internet recovery can't find my model number) I'm stuck with small graphics glitches every so often and hoping the next beta includes working video drivers.

Sometimes it takes a but to settle down. Give it a little time and see what gives. Did you have the stutter described by some in beta 2?

Never knew people still use Game Center. That app always seems like one of Apple's red headed step child

Release notes and change logs are two different things. Release notes let people know what general areas have had bug fixes or changes. They don't have to list every bug with radar number. But thats not the reason there are no release notes. Apple stuff these days have tons of bugs behind the scenes and Apple is loath to release the list because it will make them look bad. At least that is how marketing views the issue. Me, I think having the bugs in the first place makes Apple look bad. But, what do I know.

There are different levels of testing and doing a high level pass is often enough for bug fix updates. That said, certainly more details as to the changes would be good, at the very least for developers.
