Has Apple stated when they are going to release the public beta program for iOS? I am already on the program of OSX and am excited to get on the iOS beta wagon.

Does this fix iCloud backups that was broken in Beta 2?
Has anyone else seen the issue where iCloud Photo Library seems to be stuck at "41 Items to Upload" (or however many you may have)?
Been happening since beta 2 I think and still seems to be present on beta 3. I've done all the basics (ensured I'm on wifi, restart, etc). Only thing I haven't done is turned iCloud Photo Library off and back on. Trying to avoid that because I'm nervous about potential photo loss being that this is in beta.
Just curious if anyone else is experiencing this.

I am having major problems with the Photo Library Syncing. My iMac uploaded everything fine, but on my iPhone there are so many things waiting to upload/download its ridiculous and its stuck. In the same boat...way more than 41 however.
Sure they have. Not sure if anything like that would get called out in a beta update, but things of that nature have been called out by Apple in public releases.I assume they would never mention performance increases etc in the description? Have they ever done that before in previous updates?
